That ground cable is there specifically to avoid using the power grounds for the audio signal. When you connect it to the power strip you completely defeat its purpose. The cartridge only puts out a signal in the millivolt range, so the preamp must amplify the signal to line level for the main amplifier. There will always be a low level hum on the power grounds because of their proximity to the high current AC lines.
Splice in a longer 14 gauge line in the ground lead, then connect it to your preamp and see if that makes a difference.
