It's been sitting, so you got stuff to do.
> Put in a new plug (2 if it's a 2 cylinder)
> change the fuel filter
> drain old gas and put in just enough to get it running--like a pint.

if it doesn't turn over, and you know you're getting juice to the starter, then either the starter is toast, or worse, the engine is seized. I had a started problem on mine a few years ago, but I don't remember what I did. The starters aren't cheap as I recall.
To check the engine, you need to get to the flywheel. It is *probably* horizontal at the bottom of the engine. You may have to pull some sheet metal off or remove the mower deck. When you get to the flywheel, try to turn it (with the sparks plugs out). If it won't turn you likely have a bad engine. You can get a new engine ($250 to $350 or so...) from a bunch of places. Just depends on whether it's worth it to you.
I could use a push mower on my 3/4 acre, but it's hilly and takes 3-4 hours. A tractor takes 45 mins, an hour tops.
