OK to use bad fuel?

We have a car where the usual driver frequently uses cheap gas. They use a brand where a spokesman ADMITTED that they meet the minimum standards for additives but they do not add any more because customers are unwilling to pay even 1 cent more. Rarely are spokesmen so candid. I would expect that they would imply that their product is the best even if it was the worst.
What's going to happen with the car? Deposits on the intake valves? If so, how will that affect the car's performance? Or will there be no noticible effect until it's too bad?
I read that adding fuel additive separately and too often will thin the oil, which is bad. So how about adding additives (like Techron concentrate or Shell V Power) just in the last tank of gas that is used before the oil is changed?
