Earthbrown brings up a very important point - how is the car driven?
A lot of short drives counts as severe service for oil. Until the car warms up, the combustion process isn't as good, and the oil gets more gunk, in terms of acids and such. But the biggest issue is that with short drives, the oil doesn't get to full temperature and stay at full temperature long enough to cook out the moisture.
The worst case scenario is to do a bunch of short drives with long periods in between, giving the water in the oil lots of time to corrode all the metal bits in the engine.
If the car gets infrequent drives, but of at least 30 minutes or more, once a year is fine. If it's the run-around car for a couple of months and then sits, I'd want clean oil in the car before letting it sit.
Even at today's prices, motor oil is cheap. At least compared to the cost if the oil light comes on. I like to err on the side of caution, and change oil more frequently. And of course, recycle it. But that's true no matter what - it's never ok to just dump it out, even if infrequently. (This is to short circuit the pollution argument to oil changes.)
So, it depends on how it's driven. If you do all the driving in a short period then it sits most of the year, I'd change the oil just before storage, and once a year is probably OK. If it just gets occasional driving all year long, I'd change it every 6 months, specifically in the spring and fall. Spring because winter temperature swings will cause more condensation. Fall because it's 6 months away from spring.
