It looks like you have a shorted driver the driver that reduces boost. The screws can be drilled. It is best to use a left hand drill, it will turn out the screw without too much drilling.
Cruise nornally works only at base boost. You can get base boost by connecting the "C" and "W" Hoses togeather. Or if the valve is not stuck on full boost, by unplugging the electrical connector on the BPC.
