I didn't review the site too thoroughly, but I don't think this would be considered a commodities exchange issue, or that it is any different than locking in your price for heating fuel before the winter starts, which is very common at least in the northest. We have a station in my area that offers something similar, where you buy a certain amount of gas at the current price. You have to be a member to use it and you have a special card to access your locked in rate. The company can use the money they receive now on the commodities market to ensure they won't lose money on the arrangement, or negotiate with their supplier a staggered delivery schedule for the bulk fuel they're pruchasing now. They simply profit for their normal margin on the gallons they're seeling just as anyone else would.
