Either through an electronic valve or two stage mechanical valve. When you switch it changes the allotted pressure before the air is sent to the wastegate, opening it and bypassing the turbocharger turbine (i.e. reaching maximum boost). Some modern manual boost controllers have a dial you install in the car and you can adjust the boost pressure by turning it.
