Of course it is in their interest. The browsing behavioral data alone is worth a small fortune. Just look at the way that even traditional companies collect, compile, store, analysis, share, trade, and sell consumer data today. Even your bank looks at you as an asset not a customer. Given the model of the internet the promise of more and more insight is absolutely irresistible.
It is simply in their interest not to push so far they drive people away but as we have seen in past too many are trying to see how far they can push it and the only thing that slows them up is push back from vocal opponents.
Above said Google has already announced they are modifying terms slightly to take out the most cited parts and claim it was all a big mistake.
