City tow damage

The city of Louisville, Kentucky towed my 1989 900S because they failed to give adequate notice that the local gas utility was doing work on my street. They put up "no parking" signs the late afternoon of 8/14 and started working and towing on the morning of 8/15, less than 24 hours later. I left to go out of town on the morning of 8/14 and only found out that my car had been towed when my neighbor called me the next day. I sent a notarized letter to the impound lot and authorized my father to have AAA tow it to the parking lot of his business (he can't drive stick), specifically instructing them to not force the shifter out of reverse.
I finally got around to trying to pick up the car up from my father-in-law today, the ignition lock is busted, presumably by one of the city tow truck drivers forcing it out of reverse.
I feel completely powerless, the utility co. won't take responsibility for lack of "no parking" notice and now the city has caused at the minimum hundreds of dollars worth of damage to my car, it could be thousands if the transmission is busted too.
What can I do?
