It's very well balanced actually. I just sort of eye-balled it and it's not tippy at all. The chair base I got has the spring tilt thing which compliments she chair VERY nicely. It rocks back and returns to the upright position by itself. You can recline the seat back and lean back and it gets a little scary but I never sit like that.
You can take the rails off to lower it a bit but you would need to make some shimming stuff and get a little more creative with it because the bottom of the seat without the rails is not a flat surface. I might think about it sometime but for now I'm quite happy with it.
The seat itself is not too heavy, sort of to my surprise. I was able to pick it up and carry it to my car without too much difficulty at the salvage yard. I then carried it up the stairs from the basement to out family room with no problem. It's difficult to judge how heavy the seats are in your car when they're bolted to the floor, but without any of the power adjustment stuff they're pretty light. If I get off the chair and pull the lever the seat goes up without help, and if I sit in it and pull it it goes down easily.
As for the angle of the bottom, I haven't actually sat at my desk with the thing yet. I did sit at the kitchen table to do some Chemistry homework and it was extremely comfortable though.
All in all I got very lucky with the way this thing went together. It's soo comfortable and looks awesome.
