Any time I see a report stating that a wrench is bang on, or nuts on as you put it, it raises a red flag about whether they actually tested it at all, or had the capabilities to test it properly. In 11 years of calibrating torque wrenches I've never seen one bang on. If they reported it as such, it means they are either rounding the readings, or their machine doesn't have the proper resolution, neither of which is proper. In fact, the failure rate of torque wrenches after even one year is surprisingly high, probably over 20%. There are unfortunately a lot of places that claim to calibrate torque wrenches who basically just tell the customer what they want to hear; that their wrench is just fine, because as long as it clicks most customers won't know the difference. I don't know who Sears uses, but I suspect it's whoever put in the lowest bid. Anyway, it's certainly possible that your wrench passed, but I find it unlikely that it's nuts on, which in turn would make me question the validity of the report.
