Some fundraiser programs are good and others are not. Not familiar with the one you mention. In a good-sized town they can work well, as long as there aren't competing activities going on at the same time. In smaller towns I don't think they have the punch as there are fewer people to buy.
I don't think any of these things teach kids much about selling. Kids go around their neighborhoods which is a bit of a captive audience--the easy low-hanging fruit. They can't really negotiate price or add value--they are selling a commodity at a set price. At best, they get more comfortable talking to adults, but they should be learning that in school and at home anyway. Fundraisers seem more successful if groups can work together and get permission to sell in front of the local WalMart, supermarkets, etc. But it's hardly selling: "We're selling chocolate to raise money for XX. Do you want to buy some? It's only $X." The Girl Scouts do that and it seems to work well.
Remember, a bunch of the money from these things comes from parents taking the stuff to the office. Can work well in a good-sized office.
