They are undoubtedly what are referred to as Asian Beatles (or Asian Lady Beatles). They look (and are) alot like domestic lady bugs but a separate species. Without any significant natural predators they are now the new sign of fall in much and a growing area of the U.S. and even into parts of Canada.
We have been seeing them here for at least least the last 4-6 years now. For those inside the best bet seems to be just to vacuum them up; you don't want to crush them as they stain stuff with some foul yellow stuff.
Keeping them out? That is probably tougher. I guess they tend to mass on the sunny side of buildings and it is claimed they are attracted to high contrast colors. So start by looking at sealing cracks and ensuring tight window and door seals along those areas of house. I guess there are commercial insecticides and the like that can be applied but never heard of any using them and it probably should already have been done by this time.
