Folks on here know something about everything so hopefully someone knows how to handle this. I sold an item on eBay. In error, signature confirmation was not used. I've been suspicious all along of the buyer because they have acted a bit weird. They claim they didn't get the item. They have over 3300 feedback at 99.6% positive. Paypal paid them and locked my account which a nuisance in of itself. Now the buyer has been so brazen as to list the item for sale. I can't make out the UPC/SN codes, but I can prove the item is mine as the box had a unique visible mar on the boxtop.

How should I best proceed? Obviously, I will be appealing the Paypal decision. Should I get law enforcement involved? Where I live? Where they live? Postal Inspector?
