I recently had the e-brake cable replaced on my 2000 9-3, as it would freeze up on me, or just plain not hold.
I sold that car and now have a 2001 9-3 which has the same issues.
Is there a temporary fix, add grease or something to keep the e-brake from locking up in the cold weather?
I've got a blown window regulator as well, so my guess is the xmas bonus will be covering the window and e-brake.
Its snowing now, and I can't pull off a great doughnut without a good e-brake!
