I have an old B&D 1/2" drive hammer drill, variable speed, reversing, movable side handle, etc. It has served me well for many projects hammering holes in masonry, not sure how it will do on poured concrete. These are unbelievably cheap, I have seen the newest version online for $44 - hope they kept some of the quality intact. One of the key variables will be the masonry bits that you use; don't skimp, buy good bits!
If the concrete is too hard for drilling, consider using a gunpowder charged stud driver.
