Paint question... Rustolium... just read it...

Hey all,
I have a 2001 9-3 with a stage 4 Nordic, but that's not what I'm asking about.
I recently bought a e30 BMW. It is a former race car and has a bunch or race goodies... the problem is the paint. The last owner painted the the thin with rustolium flat black paint. I can't decide what to do about this. I can either spring for a new paint job or my other thought...
I saw is Grassroots Motorsports a while back that a guy did a great paint job with a paint tray and a roller; he just said it took a whole lot of sanding. Now while my paint is rustolium black, it doesn't look half bad until you get up real close. My thought is get some 1500 grit sandpaper and a block of wood and go to town to smooth it out, then get a painter to throw a couple good coats of clear on it...
possible? let me know what you all think.
