Once you sold the car the plates were invalid. Letting him take the car with them on was just plain foolish. Your liability was hanging way out wide when you did that. You're still potentially on the hook if he hits someone and causes bodily harm or physical with your plates on there. No offense, but you've screwed up royally.
Since he had something of yours and did not return it as agreed, you could have reported the plates stolen - except that that act officiates your participation in an illegal scheme. Whoops.
I see two choices: 1. You call the police where he lives, talk to the police chief, and inform him that the guy is driving a car that is not registered with your plates. You take a chance that the chief doesn't decide that he needs to proceed against you for giving them out in the first place. Across state lines he might not bother, a small town will work better than a city where they won't even help you. Or 2. you drive to where he lives and confront him and demand he give you your plates telling him that you will call the police if he does not hand them over (be prepared to follow through with the call).
