one end of the rod is attached to the diaphragm, and with light hand pressure you should be able to move the gate open. If the rod will not move the gate,try spraying the gate with WD40 for a twenty minute soak and repeat your light hand pressure test. In the past I have freed a stuck wastegate with WD40 soaks and light tapping with a rubber mallet. If the diaphragm is perforated, get out your checkbook.
