I've done alot of rust work on my saabs over the past 20 years. The trick is to sand blast the area using a fine sand and have a moisture extractor on the output line on the pressure hose, so that you aren't forcing moisture (from the compressed air) into the newly sandblasted area. I use an epoxy primer to seal the area, then top coat it as soon as possible (i.e. whenever the solvent has flashed off). With luck, the rust won't reappear. It's better to attack it early, then leave it and let it get worse.
