I don't have a 9-3 schematic, but based on earlier Saab wiring, the AC relay is connected directly to the battery. It's a 30 amp system, so you don't want to put more relay contacts in series. So it could happen, even with the ignition off.
However, on the earlier cars there is an AC fan on the radiator, separate from the main radiator fan. This fan is in parallel with the compressor clutch, so if the relay were stuck closed, the compressor clutch would be pulled in, AND the fan on the radiator would be running. This would be noticable if the car were off.
Again, this is based on cars earlier than the 9-3. But if a relay were stuck closed (which can happen), I'd expect to hear a fan running - even with the key off.
