Most emissions tests these days involve reading out codes and pending codes. If someone wanted to try to circumvent the test, they could borrow the reader, clean out the codes, and then drive to the emission station. It won't work for all emission problems, but it will for some.
Seeing as the State enforces emission testing, it would make sense they would try to come up with ways to keep people from gaming the system. They're smart enough to know they can't outlaw the ownership of the readers, so you could still buy them.
I bought my own cheap OBDII reader - I got a decent deal on Amazon a year or two. In Connecticut Autozone and Pep Boys still loan them, but I find it nice to have one in my toolbox. I never begrudge the price of a good tool. I didn't get a fancy one - it just reads and erases the codes. I need to look the codes up, but that's no big deal. I paid less than $30 for it.
