That's only true if the values of these gas-guzzling trucks/SUVs is less than $3500-$4500. How many post-1984 trucks fall into that category? Sure, there are plenty, but those vehicles are not typically driven by people who buy whatever they feel like buying.
Oh, and another point, how many people driving cars worth less than $35-4500 are on the market for a new car? Certainly some, but a lot of people in that situation are driving a used car precisely because they can't buy a new car.
Don't get me wrong, I don't like this legislation very much. Should we be promoting the consumerism like this? (Yeah, I know it's an "environmental initiative"... but if new car sales weren't down 30%, would it even be talked about right now? Is this the time to be spending money to get people to be spending money? Is this the best way to do it?)
