Assuming your phone dries out enough to power on, you have two options. Check the Motorola website for phone software that you can download and then connect the phone to your computer and download the contacts. I've used this before but it's really clumsy software and kind of a pain.
The best option would be to sign up for the free Verizon service that automatically backs up your contacts. If your phone powers on and can send/receive a signal, sign up for the service, do an ESN swap to activate your old phone, download the contacts, swap ESN back to the new phone and load the contacts into the new phone (or just take the phone in and have them do it in the store). Even if the old phone doesn't work, once you have retyped contacts into your new phone, sign up for this service so you don't have to worry about it again.
