I don't know what you mean by "turbo included." After engine shut-down, the cooling fan will run if the radiator temp sensor detects too high a temp, but the coolant is no longer circulating after shut-down. The only thing that gets cooled by the fan running at that point is the coolant that's actually in the radiator, not the coolant around the turbo bearing, in the engine, or anywhere else.
Turbo longevity increased in '88, IIRC, when Saab started water-cooling the turbo mid-section (bearings). Prior to this, it was only oil-cooled. The old system would get hot enough to coke the oil, as it sounds like you're thinking about, after shut down. But with water cooling, it doesn't get that hot, so even after shut-down, when everything comes to a stop in there, coking isn't so much of a problem. Still, I don't like to shut down immediately after hard driving, as TG said.
I have noticed that my '91 cooling fan runs often after shut-down, and my '88 did, too, but we had a '95 for a few years, and it rarely did. Does its cooling system keep temps down during operation a little better? Don't know, but it sounds like your temp gauge in your instrument cluster is staying low. There were some differences in temp gauge calibration in later models, but I don't recall what those were. I'd recommend that you let the engine idle with the hood open until the engine gets hot, and see if your fan is working. If so, no worries.
