TireRack uses a disk of cardboard large enough to cover the rim & a little bit of the sidewall. Plastic bands & clear tape around the outside of the tire to hold it all together. The tread & most of the sidewall remains exposed.
They ship separately, 4 packages = 1 shipment. They didn't put 2 wheels together.
I re-used those disks to ship mounted wheels when I sold them. Still not cheap, since it's based on the weight. Maybe $60-$70 for the set of 4?
If you work at a place where UPS shows up daily to make pickups, maybe they'll let you take advantage of that. It's cheaper that way.
