It depends on what type of part you're working on. If you can remove it and submerge the whole thing, there's a really good product called evapo-rust. That is rarely the case, unfortunately. If you can't remove it, but you can still get at all the rust (i.e. no crevices, etc), then products that dissolve the rust are better than ones that convert the rust. Rust dissolvers are usually gels, whereas converters are usually spray cans. If the rust area is not fully accessible or has folds and crevices, then use the spray rust converter and follow it up with a rust preventer in the inaccessible parts (these are also spray cans, and typically contain lanolin or some other light wax). I don't think one brand is much different than another with any of the products.
