I've got a 3-bucket tracklight and a dozen simple ceramic light fixtures on my garage ceiling. The ceramic fixtures are maybe $2 each. I usually buy the red packages of CFL bulbs at Home Depot; they are a good cool/moderate color temperature; not sickly green and warm like the warm temperature standard CFL, and not cold television glow looking like the high color temp choices.
These work better in low temps than most 4' flourescent systems. In extreme cold, they just take a minute or two to warm up to get to brightness. A 4' fl system not made for the cold will flicker like mad till you have an epileptic fit or want to take it out and smash it with a bat to stop the flicker.
At another location (uninsulated shed), I've spent $30 instead of $10 to get a 4' t8 fl fixture that is supposed to be rated for cold temperatures. We'll see how it does this winter. Got it at lowes. Perhaps this is low temp rated because of electronic balast.
Whatever you use, more is better for garage light.
