Vanagon brake burning smell

I have a 91 VW Vanagon whose brakes have recently had a strong burning smell - but only on steep downhills. I've isolated the smell to the front right disc brakes. Not only do they smell, but they also seem extremely hot.
I don't know how to address this issue. I've read it's probably due to a sticky caliper. if so, shouldn't I smell the brake all the time? I've also read that it could be normal, but why just recently? Yet someone else said it's possibly due to a bad rotor.
I'd greatly appreciate any assistance from the knowledgeable folks on this site! Thanks ...
