It depends on what you're going for. I'm on the high end side of audio, so I personally wouldn't even consider buying a USB turntable (although Pro-ject makes one, + they also make a usb phono preamp).
For best quality results you have to start at the source: start with a great turntable/arm/cartridge + a good phono preamp (eg in a good preamplifier). All of this you may already have (or a friend may already have). Plug that into a good quality normal (non-phono) DAC with USB (or better, firewire if you have it). I would also transcribe them as WAV files rather than MP3 + burn the WAV to CDs + rip the WAVs to MP3s for your portable player... WAV files are raw data whereas MP3s are compressed + lose information + sound worse. So if a new format comes along + you want to transcribe again, better to have that WAV data somewhere than to have to rip the LPs again... it's a lot of work! There are other lossless formats like FLAC.
If you're just looking for something cheap + basic, just use whatever you have now - check if your preamp/receiver has a preamp out: if so you can use any USB audio card, no need for one with phono. You might want a new cartridge if the old one is bad - even a low end Grado set up carefully will make a big difference.
(finally, depending on the content of your LPs, it may already be available online without all the ripping)
