I'm in the electronics business and deal with LCD panels on a regular basis. First of all, I doubt whether the LCD panel itself is defective, but it is possible. What is usually the cause of the "display" failure is a separate circuit (usually on a seperate small circuit board) that bumps up the voltage to power a thin flourescent tube that illuminates the panel - perhaps Sony has combined this and the display into one assembly? We have had many of the LCD displays in our office fail, primarily due to defective Chinese capacitors in these illumination circuits - and yes, everone including Sony buys Chinese commodity-type component parts. For repairs, I bought a supply of American-made high quality (low ESR, higher voltage, high temperature spec) parts resulting in a repaired unit that is better than the original.
So, can the guy repair this "like new" in your house? If it is simple component replacement, I don't see why not as long as he doesn't damage the plastic housing. Although it isn't part of my job description, I have repaired a few of these on my desk at work, it's really not rocket science.
