I wish they'd allow them here! Having driven both studded + studless extensively on the same c900, imho, the difference between good studded tires + good studless winter tires on ice is like the difference between studless winter tires + all seasons. Performance on ice with studs was not vastly worse than bare pavement (eg able to accelerate around corners up a steep hill on glare ice similarly to dry)... though still wise to be cautious, of course!
The other big plus with older studs is the tire wear is reduced. Tires like Blizzak have to be changed very often to stick (some have claimed almost annually) as the soft outer compound wears fast. I found the 10 year old Hakka's with studs (destined for the dump due to age) vastly outperformed brand new studless Hakka4's. 4's aren't an ice tire per se (like Japanese tires), but were undeniably a cream of the crop winter tire.
Studs are noisy though. That is for sure! That said, the newest designs are much better than the old...
