I dunno about that, unless it's a fairly old/simple battery charger. A lot of the newer ones have automatic charging profiles that vary the current throughout the process. My Black & Decker 10-amp charger has three "stages" that it switches between, based on its measurement of how drained the battery was. Supposedly this allows it to charge the battery faster than a fixed-rate charger. Then once the battery is fully charged, it switches to low-current "float" charging to maintain it at max capacity.
Point being, many chargers are not meant to act as a simple 12V power supply unless they can be manually switched into that mode. You could try it, and it might run the compressor sufficiently to inflate a tire, but the charger may not like it very much because it doesn't act like a battery...
The "proper" way to do it would be with an actual power supply like the one linked below, in my opinion.
