My guess is that something in the parking deck is 6'8", hence the sign, but these clever conversion van owners found out that they can get where they need in the deck with no such restrictions (okay, if most drivers, especially in DC, are an indication, they probably aren't clever but just drove in without thinking and it worked out).
Coversion vans aren't shorter than standard vans, and indeed may have a raised roof to allow near standing height as part of the conversion.
If it won't work, another option would be to rent a pick up or a flat bed (Enterpirse usually has pickups, along with cargo vans, Home Depot has flat bed pickups at good rates, but you need full insurance to get them).
Why not have your son get out there with a tape measure to measure clearance in the deck, or the height of the vans if they're parked where he needs to be? It sounds like you'll be fine, but best to check first.
