I honestly believe that there is no limit to how stupid GM can be. I also doubt that there is any limit to how scummy they can be, and believe that the scenario Noel describes below is quite possibly what has gone on. Basically, it's kind of like a buyer coming to GM and asking "How much for SAAB?", and GM responds, "How much you got?".
I do understand why GM wants to know that they are handing off SAAB to somebody who has a solid plan (though I'm not sure that GM would recognize a solid business plan if it came up and slapped their face); they obviously don't want unforeseen liabilities cropping up 2-5 years down the line, if the buyer collapses, and all the liabilities come home to roost in the Renaissance Center. GM will have enough disasters of their own to deal with over the coming decade.
