Most upscaling units made in the past few years only output the upscaled image as HDMI. That way, it's all digital. Adding the upscaling to the component out would require a digital to analog conversion module. If you can't use the HDMI output, you get the standard 480 from your component connection.
DVD is only 480 vertical lines. No matter what you "upscale" it to, you can't change that. If you had HDMI, then the upscaling could be done in the BD player. But it's subjective as to whether the TV doing the upscaling or the BD player is better.
(though, the BD player being newer, it should do a better job at it...)
