Generally, the Tech 2 is loaded via a card. It may be possible to load it another way, I don't know. All I've seen have two card slots (PCMCIA type slots). Usually, one slot might have the Saab software, and the other slot the GM software, or they could have two versions of the Saab software. I wouldn't think a non-designated dealer would be able to do it, but you never know. The regular GM software can act like a $99 code scanner on the Saab (so can the Saab software on a non-Saab), but that doesn't get you in to all the other programming functions.
