job interview conundrum

Guys, I interviewed for a job three weeks ago at a quasi-public utilities company in my city. It was for a somewhat entry level position in their CAD department.
The interview went fantastic. I answered every question perfectly. One of the three interviewers (panel) had a page long of technical quiz questions, and I even got the ones right that he had to look up the answers to (he told me that).
At the end of the interview, the human resources person said she would be in touch regarding their decision, either way, in "about a week."
I sent a short thank-you email to all the interviewers two days after the interview.
I haven't heard anything at all from the company. After waiting two weeks, I called the HR person and left a voicemail asking her if they had tried to contact me. It has been a week since I left that voicemail, and I haven't gotten a call back, a letter in the mail, or even an email.
Everyone I met, including the HR representative, seemed very professional. I'm just confused as to this delay. Is it still possible that I got the job? If they didn't want to hire me, why would they not just say that?
