Not to subtract anything away from AeroLady's answer, but some addition...
Unless there's alot of lighting or other heating sources in the basement, it shouldn't require much AC. It is typical for them to require dehumidification. An AC unit will remove humidity, when they're running. They run when cooling is required, not dehumidification. You should consider adding a separate dehumidifier, specifically for that purpose, specifically as your first line of defense for humidity. Then let the basement AC run as necessary to maintain the desired basement temp. The upstairs, central unit runs as necessary to maintain the desired upstairs temp. It doesn't make sense to try to subcool the basement, to keep the upstairs from running.
If the upstairs unit can't keep up, then you need to make changes. Actually, even if it does typically keep up, you should consider your attic ventilation.
As AeroLady suggests, an attic fan can drop attic temperatures dramatically, and it's a lot cheaper than upsizing your AC unit. They're not too tough to install, but require adequate intake ventilation openings, preferably at the soffit. So you'd have to inspect those.
