I thought to say that ours have a restaurant and even elevators to bring people up and down - while yours is missing that stuff - but... Those elevators do not work nowadays :))
There happened a fire there on Ostankino tower in Aug '00 that destroyed some infrastructure incl elevator cables. Later they replaced those old elevators with new ones incl new cables, but it's 2010 now and they still haven't turned those elevators on. You can imagine what does it mean to go up to the sky (and later down) on your own feet. And O/T crew (pretty big one and you can see from that stuff that O/T is covered with) has to hit the sky every morning and the ground every evening (and vice versa for those who work over the night) on their feet. Actually, that's why that Seventh Heaven restaurant is still closed.
KXTV/KOVR looks a bit higher (to be honest I'm a bit surprised to see that) and its crew DEFINITELY have to use their own feet to go up and down, but I think that they do not do that on a daily basis.

I friend of mine was at his dacha (sorta summer cottage) and was fine-tuning its TV antenna (placed pretty high on a huge tree) right when that fire happened.
- (turning antenna a bit to the right) How's that?
- better
- (pointing ant a bit higher) and now?
- worse
- ok... (pointing it a bit lower) Is it better now?
- yes...
SUDDENLY THERE IS NO TV SIGNAL AT ALL
- yo, dude, what have you done there? bring it back on!

In 15 minutes there happened a rain. He had been hangin there on that tree in 50 feet from the ground over next two hours, wet to the bones and doing his best to catch back TV signal that did not exist any more. He didn't know that it wasn't his fault until he went back to Moscow the next day. And his mom didn't believe him until she came back to Moscow in two weeks later.
