And measurement is more than just your inseam. Torso length & arm length lead towards the top-tube length. That in turn might steer you towards one bike vs. another so you get the top-tube length you need. That's not normally a variable within a particular bike model.
And then the same people who measure you will also know how to adjust it properly. Stuff like saddle fore-aft position & stem length.
