Semi-useful for appliances and general consumer products but that's where it stops.
I've read a few articles about how they do their car testing and they seem to mostly do the right things in the testing process. They have people who have actually been to Bondurant or Skip Barber doing the hard core testing. Then they roll out the people who evaluate toasters to put in their 2 cents. I guess that gives them "typical consumer" impressions of a car.
How they translate it all into recommendations and ratings is where things go south. They try to give the impression of total objectivity, but fixate subjectively on anything different, like where the key goes in a Saab. And the way they record and report problem areas is dreadful.
And they recommend cars despite clearly bad things. I remember them liking and recommending the Olds Intrigue several years back, but noting "disappointing results" for the rear seat passengers in an accident. That was because the people would die. Disappointing indeed!
