I can't quote them, but I recall seeing studies that showed the majority of people tend to drive at a speed that is comfortable or which feels safe to them, given the road and driving conditions.
This is one of the reasons, IMHO, that people feel comfortable driving "10 over." And why, as the former police chief in my town said in an open meeting once, "You won't get a ticket for 9 mph over the limit because it won't hold up in court, which works on the 'reasonable and proper' interpretation of the law."
