All cars in europe are required to have a rear fog light, even American cars built here have them over there. If you look at the lower portion of the tail lights on a 1st gen Jeep Grand Cherokee, you can see that it has a provision for the rear fog, but no wiring or bulb.

A lot of them (not just Saab) replace the driver's side reverse light with a rear fog.

I have a friend in England whose car did not pass MOT (British vehicle inspections) because the dash indicator for the rear fog was burned out.

1 more fun fact, The edge of a rear fog light cannot be closer than 10cm to the edge of the nearest brake light so people behind don't confuse it as such.
