Two answers: First, if you look at the various auto reviews in the enthusiast magazines, you'll find the dBa ratings at idle and at speed. This will give a rough guide.
Second, assuming you are interested in Saab, both the 9-3 and the new 9-5 are relatively quiet cars. FWD cars probably deliver a little more road and mechanical noise than RWD, but not necessarily. So a BMW 328 might be quieter than an Audi A4 quattro. One "European" car you might want to look at is the Buick Regal -- the current turbocharged version and the upcoming GS version. This car is essentially an Opel (German)and the current offering is pretty highly rated. The Buick (turbocharged) got a fairly decent short review in the current Road & Track. I've driven the standard version -- doesn't compete with the cars I like, but it is quiet.
Finally, the best determination is a test drive. One guy's harsh noise is another guy's soothing background, and you won't know until you try.
The standard Saab 9-3 is a pretty quiet, civilized car with exemplary handling and braking, so I'd have it on your list.
