At my house in bucolic Metrowest MA I cut my oil use 16% this year (calculated on a degree heating day basis) by insulating and air sealing around the top of the basement wall. I'd say if your house is under-insulated start there, then consider your heating system upgrades. Our inefficient boiler is 30 years old. Upgrading that system will involve solar hot water (70-90% of annual domestic hot water for ~$3500 installed), a new boiler, and a wood burning stove to heat the living room/kitchen end of the house. When that is finished along with much more insulation our oil bills should be pretty modest.
