I used to do bird strike tests on aircraft canopies (and we always used organic, free range chickens!).
It's really a question of stiffness more than strength. And the issue is kinetic energy (which is a function of the mass of the object and the velocity squared).
You would want a windshield with some flex to it to absorb the impact energy and then distribute it without catastrophic failure (i.e., punching through and killing or injuring driver or passengers).
The current film technologies in windshields are perfectly adequate to prevent catastrophic failure in 99.99% of impacts. It's theone outlier that'll kill you.
Unfortunately, in the beautiful but broke State of California, our freeway center dividers are loaded with junk that constantly gets kicked up into the cars following resulting in busted windshields, fog lights, trim, etc. We just don't sweep clean the freeways like we used to...
