Your post does not jive with the terminology and traffic laws in MA. Here we call our 1950s-era implementations rotaries, but entering traffic always yields. It's not only if signed - that's state law. The rotaries are also usually wide enough for two-lane traffic, so unless you're taking the first exit, you're supposed to merge to the inside lane and then change to the outside lane as you approach your exit.
These can definitely be frustrating during times of heavy traffic, causing long backups on some of the entrance roads, but they are wonderful during off-peak times. Unlike a small-diameter roundabout, you can just sail right around at a decent speed and be on your way.
