This is what professional body shops use for bumper repair. I believe that they sand the bumper surface (rough it up) before applying for maximum adhesion and elimination of contaminants - this is probably more work than you want to put into this job. I don't know how big the gouges are, but will tell you that this is more like Bondo than spot putty, as you will need to prime it before painting. Seeing as it's not going to be perfect without repainting the entire bumper, you may just want to try some spot putty instead.
