The people who actually do the animating are usually called animators?
Obviously you have artists and such but in my experience with larger companies it's usually a whole department ie: PR (public relations) or marketing dept. I only have direct experience with a couple of large companies but they each had a department and within that department there was a vice president or someone else at the top and then it was called a "creative team" or something similar. You have your graphic designers and animators etc. and that team is usually responsible for everything from the web site to commercials to product packaging (design at least).
Keep in mind my experience is only a few companies out of thousands. Although I do have experience with small businesses in my experience they tend to hire 1 or 2 full time jack of trades to act as that entire department but keep in mind small companies generally don't advertise on television or giant billboards so it's much easier for 1-2 guys to take care of all that. If they don't hire in house they usually outsource.
Again, this is in my experience only so it'd be interesting to see what other people have to say on the subject because I've always wondered how or if other companies function differently!
